Tower Grove Park is the original public-private partnership. The Park is the second largest park in the City of St. Louis, but is governed by an independent Board of Commissioners and operated by an independent staff. Unlike Forest Park, the City of St. Louis Department of Parks, Forestry, Recreation does not provide services to Tower Grove Park. Depending on sales tax revenue, City support provides only 40% of the Park's operating budget. Earned revenue from rentals accounts for only 15%. Fully 45% must be raised annually through individual, corporate, and foundation support.
